Bespoke pricing based on the budget/objectives/deliverables is likely to be the solution offered, regardless of who you deal with at the higher end of the scale. Someone will charge based on number of keywords. Fine, but there may be 9,990 keywords out of 10,000 that have no other bidders (so what's there to manage?). I know that is extreme but hey it's late.
