Yes, CSS is how to do different colour links however I'm not sure I would use them to disguish between external / internal pages, I'm not convinced it's intuitive enough. Are you sure there isn't a different layout you could use instead?

Btw, are you opening external sites in a new window? - unless you have lots of external links, I would recommend it so the visitor stays on your site.
