Yes, multiple downloads occur at one time but the number is restricted to 4 or 6 at once.

It doesn't matter where you put the body property in a CSS file because nothing happens until the browser downloads and evaluate everything in that file.

Downloads start when the src path is read by the browser assuming it can start one right away.
