Code, not only syntactically, but semantically. Images do NOT go between heading tags regardless. There will be nothing above "h1" tags although you can use CSS to style the text bigger than another "h1" set. That, basically, is incorrect when you need to use a lower value heading tag to do the same thing. That's why you have 6 heading tags to use.
There's no problem with text above a set of "h1" tags as long as it is relevant use that way.
