The separation of style and content with CSS actually makes things much easier for a search engine to interpret, since the focus should be on HTML that is used for meaning rather than HTML used for presentation.

tags like; <b>, <u>, and <i>

The benefit of using these tags in terms of SEO is at best, very debatable. Semantically speaking, they're meaningless.

"Bold" and "italic" are visual instructions - there's still <em> and <strong> which are explicitly designed to a convey something meaningful, with or without visual aids.
