The code for forcing a page break is CSS-2, and Netscape does not yet support it, not even in version 6. I wish I could offer happier news, but at least you can relax about making it work in Netscape; it won't!

Whenever most browsers support CSS-2 we will have a better word in terms of printers and other devices. But for now, I usually create a downloadable file for printing, such as a PDF or RTF. There just isn't enough cross-browser control otherwise.
