when you refer to structure, you're talking about things like width, positioning, etc.?
I consider these to be style information nonetheless. Unless someone's using fixed or absolute positioning, the order/orientation and nesting of elements in a site (it's structure) is pretty straightforward looking at the HTML source code. I consider structure to be different from just position and size though; so while a nav bar may appear to the side of a page, it's order in the HTML is still what's most relevant in the overall structure.

Maybe I'm just not understanding what you mean by this term "structure".
