I thought "slicing and dicing" was now virtually defunct. Is it not considered to be the old way of doing things? I assumed it had gone the way of tables for layout. i.e. only used by the uninformed and the stubborn.

With modern browsers and higher speed connections surely there is no longer any valid reason for this crude method of making a web page as though you are assembling a jigsaw puzzle.
