These... downlevel-revealed conditional comments, that show up in standards-compliant browsers and the browser that satisfies the condition, what happens if it's, say, IE 4? Does it display, or does it look like a normal comment?

I'm pretty sure conditional comments do not work in <IE5, so you can't direct stuff at these browsers, and for the purposes of this they would be 'downlevel' browsers like all the non-IE ones.
