Can you hear a tabled layout easily? Can you print a tabled layout nicely? Can you see a tabled layout on a small screen? How about change a setting on a particular cell for all pages?
When a design is described so specifically by the designer then it is not going to print nicely or read nicely as a table or using CSS-P. I'm a big fan of CSS and CSS-P and use it on almost everything I do. I suggested tables not because CSS-P couldn't handle it, but because it would take much more work to implement - and from the prescriptive strangeness of the design I reckon that accessibility and printability aren't on the priority list.
Makes a good estimate to printable.
