I think a good web designer will know what works and what doesn't, and those designers who don't know, should sit down with the coders and have it explained why something should be changed. It's not their job to know the "limitations" of HTML, but they can certainly be trained.

However, and I'm not trying to be arrogant or anything here, but I've never received a design I couldn't code up. I find you get the best results when you let the designers run free and then work around their designs. Your site visitors aren't going to care that the design caused you more effort, they're going to notice how well the site is designed.

About the only trouble we ever run into is when fonts look nice and anti-aliased, but then they're presented as actual text and are all jagged. A quick meeting with the designer to see if there's a way to make it look good as plain text, and you're back on track.
