I have seen it where they closed a new account because of the website URL..

A new client asked me to setup an Adwords account, using our credit card info and we would just bill them monthly via invoice. Google closed the account because of previous issues with that domain... i guess the client had been banned a few times for posting bad ads with other credit cards and google finally got fed up with them.
