Adwords considers the 'backup' portion of dynamic insertion as the keyword for the ad quality.

i.e. {KeyWord:backup} backup is what AdWords reads as being the ad text in this example.

It's too easy to create keywords that can't be shown with dynamic insertion for that one feature have a bearing on the ad quality score.
