Russia will be in Russian. If you advertise in Russia using the location setting on the campaign level and set it to English it will only show to people who live in Russia and have changed the Google language settings to English. This will be a very small group of searchers.
Not sure about that, at least not in spain.
If I enter google.es
in the bar it says hl=es
and I do a search in spanish I get spanish adwords,
if I search in english I get english adwords, if I search in swedish I get swedish organic result, but I get the adwords in english, as if english was the default language when I use language other than spanish.
I know the difference about organic seo, we been on top since 2002 however we dropped for one of the mainkeyword in some countries.
Edited, I did another query in swedish in Google.es
and got english adwords, but also one swedish.
The truth is there arent many advertising for my keywords in sweden and other countries, so I often see persons from non speaking english countries searching in english, as they does not find much in there own language, therefore my interest about appearing in english in for exampel russia
