Google will not translate anything for you. Whatever country to searcher is located in will use the default language for that country. Russia will be in Russian. If you advertise in Russia using the location setting on the campaign level and set it to English it will only show to people who live in Russia and have changed the Google language settings to English. This will be a very small group of searchers.
