There is no normal, it depends on your niche. I've no idea what's common for dating sites, but I ran a US campaign in my niche years ago and even then you couldn't get on the front page for $5, and it was north of $25/click to get near the top. And I just helped seomeone set up an account in a niche related to mine and they're paying almost $5 a click. And they're happy.
But that's not the problem. The problem is you need to do a LOT more reading about how to run an adwords account. Your bid amount is only one leg of a three legged-stool consisting of bids, click through rate, and conversions. And it's not even the most important of the three. Get your conversions high and your click through rate high, and your bid amount problems may resolve themselves. How to do all that would fill a book, which is why they have books written on it.
Adwords are not as simple as setting up an account and paying a bid amount, not at all. Again, recommend you do a lot more reading before giving up on this.
