if it's safe to assume the city is a local search (meaning they are there, so is what they're looking for), you might try to geo target that area and leave off the "London" or "Brighton" part.
both the keywords and location intent used in the search are aspects of the targeting.
you can likely loosen your keyword aim a bit, if you strategically use geo targeting well.
