Copy the entire campaign with AdWords Editor.
In that way the ads are copied along with the rest.
After that change the country or region in the normal AdWords interface.
To dublicate campagns, one for each country, makes sense: You'll get better statistics, can ajust budget and bidding to the specific conditions of each country.
Someone suggested I should run seperate campaigns for search and for display. I tried it out. The results have convinced me.
