I am probably unforgivably late to the party here, but this is indeed a technical issue. Consider it confirmed

The best information I have at present is that this is a UI reporting issue only, and that ad serving itself is not affected.

I will certainly update when I know more - and please accept my apology on behalf of AdWords for the bad moments you have surely experienced.

To set reasonable expectations, my update will probably be at least several hours in coming. I am one of those folks who waits for at least a couple hours after I first hear 'resolved!' just to make sure that resolved stays resolved.

Again, my apology for all the stress, and for my tardy appearance here to confirm that this is tech issue.
