Wow...three seconds? That's pretty shameful on Google's part.
I mean, there's going to be a lot of pausing for 3 seconds just as people wonder what the hell their search page is doing. This new instant search isn't actually easy on the eyes.
It's basically just a tweaked version of autocomplete.
This will be especially true for search phrases that contain more than two words- thus resulting in more typing time, more attempts by Google to guess at what the searcher really wants and more confusion.
I was doing some medical research this morning via G and some of my search phrases were quite long and it felt like I was having a seizure the way the screen flashed around.
