I'm not paranoid, Google is apparently making it happen. Passwords wouldn't exist if they weren't needed and using a single password for all of your accounts leaves everything that much more vulnerable. I'm not seeing how Google will make that a secure thing to do.
In Google's defense - In some situations you need to make things worse before you can make them better(or at least a google version of better). I wonder what "measures" Google and the internet security czar will be able to implement if they have raw data saying more and more accounts are being hacked/lost/created by thieves.
At least it's not going to be included with adsense and adwords just yet. According to their own site [google.com] it will only affect Gmail, Google Calendar, Google Sites, Google Reader, Google Voice, App Engine and Google Code. I'm ok with that since those don't require bank account or personal information. Still, using one password across multiple services isn't a security improvement.
