I run a large number of tightly focused ad groups on adwords.

A typical adgroup will have say 10 keywords in there.

The problem I have is with QS. Most keywords maintain QS 7 but around 2 or 3 in each adgroup are QS 3. As these aren't showing ads, I don't think I can write 'quality ads' for them any more.

What should I do? Should I delete these keywords?

Is this normal... I would hate for my account to be cancelled because some keywords are QS 3.
