The problem with Google LPQ team is lack of clear guiudelines with them. They seem to take decisions based on 'guesses' / qualitative 'feel' . I don't know..
In a mail to me they said that 'deleted' ads are no longer taken into LPQ scores..but they may change their understanding or 'rules' any time..
