No, you must opt into Google's search partners for your ads to be displayed on their site. Google does not allow you to target specific partner sites. (the partner network is different from the content network) If you choose to run only on Google search you could go to ASK.com and run your ads there. I wouldn't however recommend ASK search. My experience with them is full of click fraud.
