Q: How would Google react to seeing several identical sites (apart from the custom banner and contact info, appearing in adwords listings?

A: It will be very hard to get a good quality score and low bid on these types of pages. Here is Google's official word on travel sites like you suggested:
[adwords.google.com...]

Q: Is there any place on the net you know of where adwords pro's look for new products to ply their talents on? Is this even something they do?

A: Most pro's make use of companies that are listed with: CJ.com, LinkShare.com, TradeDoubler.com and Zanox.com

Q: Is there a market for something like this within the adwords community? Or do Adwords professionals prefer to work on fees and use someone else's budget?

A: The CPA model was around even before Google started offering CPC advertising, so its a well established industry, which most of the pro's started with, especially the old ones like me.
