As others have pointed out, this has been the policy for at least a couple of years. But Google hasn't enforced it. Now, for the n'th time, they say that they really, really, really, really, really are going to really enforce it. Really! This time for sure! We mean it! We aren't kidding around. Not gonna let anybody get away with it any more! Except those that are grandfathered.
