Report this to AdWords support and keep responding to each e-mail from them until you receive a satisfactory response.

If you are concerned about spend and liabilities, it may be possible to set your budget for the campaign to zero. I have just noticed on my account charges that Google have discounted some campaigns for clicks that exceeded my daily budgets (despite the fact that none of my daily budgets were actually achieved).
