Pausing an ad definitely affects you if you were showing along the top - if you wait too long to restart your ad you might have a delay of several days before a Google human re-authorises your ad to be along the top.

This would be news to me, unless of course the ad was edited while paused - in which case it would need to be reviewed/approved when 'unpaused', just like any edited or new ad would need to be - keeping in mind that only approved ads go into the top spots.

I'll check around to see if anything changed while I wasn't looking, though. ;)
