It would not prevent deliberate fraud by such adsense fraudsters. As they could just delete the cookie or use another browser or computer then the one they use to sign into there adsense control panel. And then on that computer they could fraudulently click away to inflate there revenue. But it would prevent all the honest adsense publishers like Edge from having to worry about accidentally clicking on there own adsense ads. IP would be good too, but not all adsense publishers use a connection with a dedicated unique IP address, so it wouldn't work for those who use a proxy type service. A cookie though would identify just that computer.
I've got an idea for google to prevent this. I don't know if it would work, but why doesn't google make people who sign up for adsense get a non-expiring cookie placed on there browser as soon as they first log into there adsense control panel? And then this cookie would be associated with the code that is given them for there adsense ads and any clicks that these adsense ads of there's get that is connected to this cookie would not be counted as a click or charged to the adwords advertiser and not credited to the adsense publisher?
And it would also allow them to freely click on the ads so that they can find out just where the links would be taken there visitors to make sure it is not to pages or sites that they do not approve of or are a direct competitor. Then they can block those particular ads in there control panel. And they could do all that without it unfairly charging the advertiser and unfairly crediting themselves for the clicks.
