Page is a not externally linkable

I have a homepage with a PageRank of 8. A second page that is one page deeper off of the home page is scored with a PageRank of 8 (previously a 6 a month ago). When I follow a link of off the second page to another site, and then navigate back, the PageRank changes to a 3. Any ideas on what is going on here?
I am getting different readings from the Google Toolbar Page Rank Display...
