If they want to hit that many terms, the reality is that they will have to have a site that has more than 100 pages.

You simply cannot optimize for 20 phrases per page.

3? Maybe...4...you are starting to stretch it.

Perhaps they need to choose a few hundred that are the primary keyword phrases. You could optimize the actual content of the page around those and make use of PPC campaigns to cover the rest?

I sincerely believe that if you try to optimize a 100 page site for 2000 phrases you are unlikely to end up ranking well for ANY of them.
