What could be is- low competition- high search but not the other way around.
Yes i agree that it may happen like if there will be a rumor going around that the next big thing is going to be "blue pillows "(just an example, talking about something new ) , then yes, there will be a lot of sites,posts, ads indexed for this keyword ,and in the end no one will be interested in " blue pillows " , so yes, there will be high competition, but no search.
