I'm building a travel website about sights, interesting places in cities and islands in Europe, Asia etc. How do you advice choose keywords to title tag? If I use popular words or phrases like attractions, travel guide or sightseeing I think I will never get any traffic because of too hard competition. Like: Rome, Italy - Sightseeing and Attractions

And if I you more less popular words/phrases there is not so tough competition but not either enough searches (I use google's keyword tool).
