IMO, this is too simplistic an approach. You aren't going to arrive at a great title by combining words in this way.

At the very least, you need to consider the content of the page itself as a a factor in the best words to use, and (if you're statistically-minded) look at other data such as site usage stats: especially when you're considering something as important a title.
