Most of those sites are scraping search results pages, rather than individual sites, so it's for the search engines to block them - the 'keyword spies' don't access your site at all.

This might not be what anyone wants to hear, but people can't "steal" your keywords - OK, it might be a shortcut and an easy method of conducting surface research, but you need a strategy that someone with a few hours and a scraper can't compete with - even if that means you have to shrug it off when you see competitors hitting the copy and paste buttons ;)
