Page is a not externally linkable

I read somewhere that there is such a thing as pages getting a spam penalty for having a too "high" kw density. The post said that on av if your pages had a kw density over 9.5% you would get a spam penalty, but if your kw density was below that cut off you could get very high rankings. Anyone know about this ? this is given that no obvious "spam" is used. How can you find out the kw density on your pages ? count the words and divide by your keyword ? How about for phrases ? I am lost on this, I thought a high non spam keyword density was a good thing.
I am a newbie so forgive me if this may seem like a novice question.
