You can't find a way to logically divide the level two pages into manageable subsets?

E.g.,

Instead of:
widgets > blue widgets

Try:
widgets > light blue widgets
widgets > dark blue widgets

Failing that, then yes, you could do level 2/page 2.

You must have a lot of content. ;-)
