You want your pages to be as natural as possible. H1 tags are for headlines. If your design requires the headlines to be linked, then so be it. The power would go to the anchor text and the page the link is pointing to.
deluxcougar if it's a part of a comprehensive design, then it shouldn't be a problem. But if you are doing it to trick the SE's then I would be careful.
