I've got a website with information on cities. Right now I display a form, below that I display a list of linked locations within the city, followed by a map, followed by a block of text.

I was thinking that from a layout perspective, it would make more sense to use tabs instead of block below each other. All of the content will be loaded in the HTML on page load, as static HTML. I'd then use css/javascript to hide and display them when the user clicks a certain tab.

My main concern is if the SE's will consider the text as "hidden" text and look at me as if I am trying to cheat them.

Whats your view on this? Any experiences?
