Do you mean search engines that base rank on a site's theme, or a specialized search engine that only indexes websites which address their target topic?

As I understand it (someone please correct me if I'm wrong):

A theme ranking engine would be one where the engine looks at your site's main keyword/phrases, and the main keywords/phrases of sites with links leading to your site (including, sometimes, the text used for those incoming links), and determines what your site's overall "theme" is based on all those factors.

ie: If you have a telecom site, and other sites linking to you were all about telecom-related topics, your site should have a high theme relevance for telecom topics. However, if all the sites linking to you were about multi- level marketing, your site would end up with a theme more related to M L M schemes than to telecom topics.

If you mean a specialized engine that only addresses a certain topic are, or theme... that would simply (for instance) be a website with an index or directory of ONLY telecom related sites.
