There is a very detailed study at Come to think of it I haven't seen any data on the benefits of SOC for SEO either, although my own experience points to having some benefits.
Agreed that SOC maybe good for SEO but from an accessibility point of view the majority of screen reader users EXPECT navigation to be presented before the content.
