yesir - google the term "over optimization penalty" - there are several variations like if you used the text

"super blue lighted plush widget"

thats over optimization, but so is creating ROS links on 10 sites making effectivly say 100,000 pages with the link text "widget" -

I have been doing SEO since 99, things change a lot but I see the best result by mixing up anchor text so on some sites use

"plush widget" on another use
"blue widgets" on another
"lighted widgets"

etc.

of course - i guess no one can actually know for sure unless they are named Brin or Page or have a keycard to the googleplex server room...
