CMSMadeSimple is a great cms - you can edit absolutely everything, if you know where to look. It's not hard to find the pages in the system - just look under Content > Pages. (the only reason you might not edit a page to edit content would be in the case of a specialized module)

CMSMS separates the content from the design - so you have templates for the html/layout and css to style it - these are easy to edit too. Layout > Templates will have your templates for the various page-types. Layout > Stylesheets has the css.

Dreamweaver doesn't make it easier to maintain a site. What a cms does is standardize things, keeping it more consistent and manages things for you like the navigation and such, so you can focus on working with the content.
