To start with, you are missing the begin statement (right after the <HTML> tag:

<!-- InstanceBegin template="/Templates/yourtemplatename.dwt" codeOutsideHTMLIsLocked="false" -->

and its closing right before the </HTML> tag:

<!-- InstanceEnd -->
