If you are testing on your own machine rather than uploading this code to a server, then the Windows ActiveX scripting policy that is being applied will be for content loaded from "inside" your machine, and will differ from that for content loaded from the Web.

So, if this is the case, take a look at your IE security settings, and relax the local script execution policy a bit while testing.
