What do you mean by indexed?
Site:example.com (removed the http:// part) lists all the URLs that Google knows about. It knows about a URL as soon as it finds that URL mentioned in the HREF part of a link.
Only once their system has actually spidered the URL, retrieved the content, and added it to their database will the info search also reveal some information about the page.
Disparate parts of Google's system work at different rates and there is a lag of hours to days in various parts too.
