If youre running your local server on a Windows PC there really isn't a lot of use for a control panel. Most of the server environments come with their own point and click application to start/stop services and carry out any configuration.

On a Linux system a control panel can indeed make your life a lot easier. Webmin is a great tool and best of all its free.
