I agree with JAB there that your question is very vague. You wanted to build a portal so I guess you want your site to be dynamic where web programming is involved.

First, you have to let others know whether you have the programming skill to build your own portal. If you just want a web site about fashion then that would be easy. But if you want a portal then your content has to be constantly updated. I suggest you try some free CMS out there.

There are a few questions that you need to ask yourself:

(1) Do you have access to latest fashion industry news?
(2) Do you have tons of pictures to put at your web site? A fashion portal without pictures of supermodels doing catwalk in Milan or Paris is not a fashion portal to me.
(3) Are you knowledgable about this subject? Since this is your interest I guess you are.

A non existent site cannot turn into a portal overnight.You need to start from what you know and be enthusiastic about it. Tell us more about your plan. If you are afraid to share your plan in public then feel free to send private message and I see what I can do to help you if I am free.
