GIMP is good. It'll allow you to perform most of what you'd need from day to day image editing. But I don't use it cos I have fireworks and Photoshop. If I didn't have one of them, and I wanted a free option though, GIMP would be my choice. Don't know about the import of filters/plugins but I guess there would be some support for adobe and macromedia extensions.
