I already had a problem related to this. I asked a russian coder to make me a software, and I/he forgot the character encoding, so the type of characters would depend on the dll´s installed. A very big problem... My country use a lot of special characters (ç ã é), and instead of them, it were appearing special characters from Russia.
And this could happen in a lot of other countries (Sweden, Spain, Italy, France, ...), all with some different characters.

So this is very important, and we always have to keep this in our minds...
